I had the same problem (without any Leopard seeds or multiple
installations), maybe because I had manually installed the October
Reference Library update. In any case, manually (using "sudo /
Developer/Tools/uninstall-devtools.pl") uninstalling Xcode and
reinstalling it fixed things.
