After a quick test it *looks* like the ratio of top to bottom margins 
is 1:3, after removing the heights of the menu bar and the Dock.  This 
is different from the ratios documented for either 
kWindowAlertPositionMainScreen or kWindowCenterMainScreen.

For some reason I thought Classic Mac OS used a ratio of 1:2, but that 
could be my memory playing tricks on me.
