It still seems wrong to me, documented or not, that the behaviour is
inconsistent.

Indeed, but everything stems from making the application developer
decide whether or not the mouse is inside or outside the newly-created
tracking rect. I guess you could call it an enhancement request, but
as you point out, the current behaviour basically forces you to write
your own tracking code if you want things to work correctly.
