Without really considering the error you're experiencing, I'd say an 
easier implementation would be
   return floor(x * 4.0 + 0.5) / 4.0;

If you want to round down instead of to nearest:
   return floor(x * 4.0) / 4.0;

Or round up this way:
   return ceil(x * 4.0) / 4.0;

You can change the rounding by replacing "4.0" with "1.0 / 
roundAmount". (e.g. 1.0 / 0.25 == 4.0)
