How to make a dictionary for Dictionary.app

Does anyone know how to make a dictionary for Dictionary.app included 
in Mac OS X 10.4 "Tiger"?

Data for Dictionary.app are in the folder "/Library/Dictionaries". 
These ".dict" files are packages, and the bodies of dictionaries are 
written in XML, Dictionary DTD(http://oup.dataformat.com/doc/
OUP_DTD_Dictionary.html). However, I can't understand how to make 
data for Dicitionary.app. I guess it is necessary to use Xcode to 
make a dictionary...

If this question isn't proper in this ML, I am sorry. In this case, 
could you tell me a proper ML?
