I presume you mean "if iTunes runs on Windows"?!
Firstly, iTunes is a Carbon app rather than Cocoa (not for want of
wishing, by me and probably many others), which makes it much easier to
port.
Secondly, that porting effort (and it was probably quite some effort)
has been done by Apple. Why do you think they would want to make
software available that made it easier to get Mac software to run on
Windows?
