HFS+ can, but a lot of the old APIs can't. And there is still a lot of code out there that uses the old APIs (or internally uses 32-bit longs for file lengths/positions).

Very odd. I've had no problem with Safari. In fact, downloading files over 2GB is one of the few reasons I fire Safari up these days.
