Why don't you just use a regular popup button? It's kind of odd to
have a button that switches through more than two states, and it may
not be obvious to your users how to click it to get the popup without
switching states (or the other way round).

I think you're doing this too much like a programmer. If you really
think this is necessary, make sure you perform end-user testing.
