Quite possibly. Depends on the app. I'm going to support 10.3 and 10.2 as long as I can do some meaningfully without compromising the product. One thing I did recently came out requiring Panther but was updated after that to support 10.2. Jaguar represents a distinct minority of the user base for my current primary project.
