I don't think anyone can answer this for you. It depends on your market
and how many resources you have to throw at the project. If using newer
APIs allows you to publish something that wouldn't otherwise be
published, the answer is obvious.

The target audience is a key factor. The more mass-market the product,
the more you'll have to consider earlier releases. Most casual
consumers won't upgrade their OS until they buy a new computer.

If you do have a mass market product, take a look at what popular
consumer-level commercial packages require. They've likely gathered a
lot of data on who's out there.
