Mac OS 10.3 Help - hyperlinks do not work

Hello:

In one of my application's Help files, I have some hyperlinks which go
to external web pages.  So, when a link is clicked on, a web browser
should open up and go to the link.  This has worked for me in Mac OS
10.1 and 10.2, but it does nothing with 10.3.

Has anyone else experienced this problem, and if so, how can I correct
it?  Thanks.
