One such logical reason is the HUGE cost and care involved in
maintaining an external framework. Every little piece of functionality
that you expose is something that you'll have to support, document and
maintain for ever and ever. It's not a small decision!
I would bet that's another reason why Apple have their private
frameworks. Not just as a test bed for new stuff, but to avoid having
to commit to the cost involved in making it public.
