A strange favor

I know that's odd and I apologize for it, but I'm writing because I
couldn't  download the December Dev Tools yet. There is a firewall here
and our LAN admin didn't want to help. So, I can't access the
connect.apple.com site. Nevertheless, the new features would be
important for me. Therefore, I'm asking:

Is there a public ftp server from where I can download the Dev Tools ?
or
Some good soul could please e-mail me the package?

Both solutions would be nice.
