Embedding Frameworks

I am trying to embed a framework into my app. I have successfully made
it copy the framework into the app at install time. My problem is that
when the framework is not in one of the /Library/Frameworks/
directories, the app will not run. But as soon as I copy the framework
out of the app into say <user>/Library/Frameworks/ it runs beautifully.
So I figure I am doing something wrong at creation time or forgetting
to do something. Any help pointers or web addresses would be great.
