We make an effort to select some localization if at all possible. If
none of the application's available localizations are on the user's
preference list, we will fall back to the development localization. If
the development localization is not present, then the application is
probably damaged, but we still try to fall back to some localization
that is present; English as a first guess, otherwise any localization
the app has.

We prefer not to do that.
