Well, I gave it a shot with HexEditor. Dragged a copy to my desktop,
trashed the English.lproj (leaving French and Japanese) and fired it
up. My system prefs specify UK English, English, French.
The application came up in French as expected, with all the application
menus _and_ the apple menu in French. I assume this is what Douglas
was referring to when he talked about 'an English-only app might take
half of its content from the Japanese version of AppKit'. So far, so
consistent. One app, one language. Very cool.
The menuextras or whatever the hell they're called these days all
stayed English, though, as did the application's Dock menu.
Next up, and just for laughs, I trashed the French.lproj as well,
leaving only Japanese. Despite not having Japanese as a possible
language according to my prefs, it all came up in Japanese. That may
be my misreading of what the languages section is all about, though.
And, oddly enough, it didn't look as distracting as I thought it would.
Not that I'm going to work in Japanese from now on, though...
