In addition, I think that a lot of the Preferences icons could and
should be reused. For instance, if your application has a "Sound"
preference, it does make sense to use the same "Sound" icon as Apple.
These also are kind of toolbar icons: for use in your preference window
toolbar.

I would particulary need:
General
Sound
Display
Accounts
Network
Internet

but I can imagine that many others could be needed as well.

To preserve the meaning of all these icons I think that the guideline
should be that they can be reused only with their original name. That
would prevent someone using the "Universal Access" icon to mean "add a
user" as is feared in the current UI guideline book.
