Hmm, not sure if you got a reply to this, but why does it matter?
I added ICA support to an app I wrote (actually, the one I demoed in my lunch talk at WWDC), and it works the same whether it gets launched via the image capture app when a camera gets plugged in or the app was already running and gets brought forward.
Should it matter? I can't think of a case where it would (but you may certainly have one...)
